EKO HOT BLOG reports that President Bola Ahmed Tinubu’s administration has imposed a $220 million fine on Meta, the parent company of Facebook, WhatsApp, and Instagram, over alleged data privacy breaches.

In a press release dated Friday, July 19, the Federal Competition and Consumer Protection Commission (FCCPC) announced that the fine aligns with the provisions of the FCCPA 2018 and the Federal Competition and Consumer Protection (Administrative Penalties) Regulations 2020 (APR).

Acting Chief Executive Officer of the FCCPC, Adamu Abdullahi, stated that the commission found Meta guilty of infringing upon the rights of Nigerian data subjects. Meta allegedly denied users the ability to self-determine the unauthorized transfer and sharing of their data and violated cross-border storage regulations.

Meta was also found guilty of engaging in discrimination and disparate treatment, abuse of dominance, and violations of tying and bundling.

“On May 2021, the Federal Competition and Consumer Protection Commission (Commission) based on available evidence and sufficient probable cause, issued an Order and Notice to Show Cause (ONSC) to WhatsApp LLC and Meta Platforms, Inc. (formerly Facebook Inc.),” the FCCPC stated.

The FCCPC’s report found that Meta violated provisions of the FCCPA and the NDPR (which was in force before the enactment of the NDPA, 2023). The commission has given Meta an opportunity to show reasonable cause why the imposed orders should not be enforced.

During a policy meeting of JAMB in Abuja, Professor Oloyede disclosed that certain universities have been admitting students as young as 10 years old, disregarding the legal age limit of 18.

He highlighted examples of universities, including the University of Lagos (UNILAG) and Obafemi Awolowo University (OAU), which have established a minimum age requirement of 16 years for admission. However, some institutions have been found to admit much younger students.

Oloyede recounted an incident where a candidate applied for a master’s degree at a university in Germany, only to reveal that they had graduated from a Nigerian university at the age of 15. He stated, “Whereas 18 years is the issue, UNILAG and OAU will not accept anybody who is not 16. Some of you will admit even 10-year-olds. Look at this case of underage admission: a candidate applied for a master’s degree at a university in Germany. She then applied for the Erasmus Scholarship programme, which is an EU program, revealing her to have graduated from a Nigerian university at just 15 years old.”

This revelation raises concerns about adherence to admission regulations and the potential impact on the quality of education and the overall academic environment in Nigerian universities.

“The country found it strange that a candidate was born in 2007 and on her passport, she started university when she was 12 years. The selection committee contacted Nigeria to confirm indeed if the candidate studied at the university and graduated at the age of 15 in Nigeria,” Oloyede disclosed.

The JAMB registrar added: “The EU was asking us whether this is possible at that young age. And you know the implication? I can bet it with you in the next two to three years, they will tighten the issue. Graduates of Nigerian universities will have to suffer one humiliation or the other.

JUST IN: FG Set For Emergency Meeting With Labour Over Strike

Eko Hot Blog reports tha the Secretary to the Government of the Federation (SGF), George Akume, has convened an emergency meeting with organised labour in a move aimed at resolving the ongoing strike over the national minimum wage.

The meeting, which will involve the minimum wage tripartite committee, is a move to push for a suspension of the ongoing indefinite strike and continue negotiations.

Confirming the development, Comrade Festus Osifo, President of the Trade Union Congress of Nigeria (TUC), spoke to TheNation, stating that leaders from both the Nigeria Labour Congress (NLC) and TUC were en route to the SGF’s office for the critical meeting.

The ongoing strike, which began on Monday, has led to widespread paralysis of economic sectors, with banks, schools, flights, and other services experiencing total shutdowns.

President Bola Tinubu, last week, mandated a comprehensive review of the recently announced governing boards for Nigeria’s tertiary institutions.

The President’s Special Adviser on Information and Strategy, Bayo Onanuga, announced in a State House statement titled, ‘President Tinubu Directs Comprehensive Review of Governing Boards of Tertiary Institutions.’

Onanuga highlighted that the nominations failed to reflect the federal character of the country, with discrepancies such as some states receiving only one nomination while others had multiple appointees.

Previously, Tinubu had sanctioned the appointment of 555 individuals to serve as Pro-Chancellors/Chairmen and members of the Governing Boards for 111 federal universities, polytechnics, and colleges of education, based on a list compiled by the Ministry of Education.

Naira Stability: CBN Stops IOCs From 100% Income Repatriation

Eko Hot Blog reports that the Central Bank of Nigeria (CBN) has announced far-reaching measures to shore up the value of the Naira, with more liquidity in the Foreign Exchange (FX) market as it directed International Oil Companies to henceforth repatriate 50 percent of their revenue to Nigeria.

The bank also announced an end to cash Personal Travel Allowance (PTA) and Business Travel Allowance (BTA), as such allowances are henceforth to be obtained in cards.

According to Vanguard, CBN’s Director of Trade and exchange, Dr. Hassan Mahmud, issued two different circulars on the two measures which were released to Dealer banks Wednesday night.

Until now, IOCs paid their FX earnings 100 percent directly to their parent companies through what is called Subsidiary pools, without the Nigerian FX market benefitting from their export proceeds.

However, under the new policy, the CBN said IOCs will no longer be allowed to remit 100% of their forex proceeds to their parent company abroad as soon as they are earned.

Instead, they will be allowed to repatriate only 50% of their proceeds immediately while the other 50% must be repatriated to Nigeria and the amount held for at least 90 days in Nigeria from the day of inflow before being allowed to be taken out of the country.

The apex bank therefore directed, “banks to pool cash on behalf of IOCs, subject to a maximum of 50% of the repatriated export proceeds in the first instance, the balance of 50 % may be repatriated after 90 days from the date of inflow of the export proceeds.”

The CBN outlined documentation requirements to include: its approval for the repatriation of funds under the “Cash Pooling” transaction; a “Cash Pooling” agreement with the parent entity of the IOCs operating in Nigeria; Statement of Expenditure incurred in the period prior to the cash polling.

Others are: Evidence of the source of foreign exchange inflow; and Completion of relevant forex form(s) as required under extant regulations.

The CBN directed all banks to inform their customers and comply with the regulation.

It said that it remained committed to the promotion of transparency in Nigerian FX market and would continue to develop policies to stabilize and deepen the market.

FG Considers Renewable Plants To Solve Power Problems

In a chat with Adelabu’s media aide, Bolaji Tunji, on Friday, the minister was quoted to have highlighted that the creation of renewable power plants would be one of his strategies to ensure incremental improvement in national power supply.

A renewable power plant is a facility that generates electricity from a renewable energy source, such as solar, wind, water, or geothermal energy.

These types of power plants harness the power of the sun, wind, water, or the earth’s heat to produce electricity without using fossil fuels like coal, oil, or natural gas.

Adelabu had promised to ensure that the Rural Electrification Agency lives up to expectations by serving the underserved and the unserved rural communities that may not be commercially attractive to the distribution companies.

According to Tunji, the minister is “focusing on distributed power by intensifying efforts to raise the volume of renewable energy to national capacity, with focus on developing small hydropower plants along the 26 small dams in the county”.

The hydropower plants, the minister had stated, can be “hybridised with solar when the water level goes down”.

He added that solar options are being considered for the northern part of the country, including the use of windmills to generate power offshore along the coastal part of the country.

The minister said further that the main problem of the sector is liquidity and funding.

He added that the sector is supposed to generate funds if allowed to operate a commercial model, where all the costs attributed to the generation of power, transmission and distribution are recovered through the tariffs, while the operators are given a good markup.

Adelabu was reported to have noted that the power sector is not allowed to charge cost-reflective tariffs because the government promised subsidy but with no timely release of money.

“Once the sector suffers from liquidity challenge, there would be no investment in the sector and that is why the structures are dilapidated.

“It’s important we resolve the liquidity issue,” he had emphasised.

Fire Razes Lagos Sawmill, Destroys Goods Worth Millions Of Naira

Eko Hot Blog reports that a raging fire on Sunday gutted a sawmill located along Lagos-Abeokuta Expressway, by Awori Bus Stop, Abule Egba, Lagos.

The inferno destroyed planks and other items valued at millions of Naira.

The personnel of the Lagos State Fire and Rescue Service and other emergency responders were battling to put out the raging fire as at 6pm on Sunday.

The immediate or remote cause of the incident could not be ascertained as at the time of filling in this report.

However, according to eyewitness, the fire brokeout at about 3:47 pm at the sawmill occupying a vast land in the area.

Affected traders, who stormed the burning market, were seen trying to salvage their goods from the inferno.

The Director, Lagos State Fire and Rescue Service, Mrs Margaret Adeseye, said that the situation had been brought under control with the fire contained from spreading beyond the sawmill.

N585 Million Scandal: Suspended Minister Betta Edu Sends Message To N-Power Beneficiaries

BREAKING: EFCC Operatives Storm Dangote Head Office Over Forex Transactions With Emefiele

Eko Hot Blog reports that operatives of the Economic and Financial Crimes Commission (EFCC) on Thursday, stormed the Lagos Head Office of the Dangote Group.

According to The Cable, the EFCC operatives are conducting a search on forex allocations to the company during the tenure of Godwin Emefiele as governor of the Central Bank of Nigeria (CBN).

When contacted for confirmation, the EFCC spokesperson, Dele Oyewale, declined comments on the happening.

However, a Dangote employee confirmed that EFCC operatives were at the company’s head office.

“They asked for documents on forex transactions with the CBlN,” the employee said.

Recall that Emefiele was released from Kuje Correctional Centre on December 23 after meeting his bail conditions.

The embattled former governor of the central bank was granted a N300 million bail by on 22 November. The bail conditions required him to produce two sureties in like sum. The sureties must have certificates of occupancy and titles of properties within the Maitama district of Abuja.

Mr Emefiele was also mandated to deposit all his travel documents with the registrar of the court and remain within the Abuja Municipal Council.

He was on 18 November arraigned on six counts of procurement fraud.

He was also accused of abusing his office by approving a contract for the acquisition of 43 vehicles totaling N1.2 billion from 2018 to 2020.

LASU Reaches Agreement To Reinstate Sacked Lecturer

Eko Hot Blog reports that the National Industrial Court of Nigeria (NICN) sitting in Lagos has affirmed the terms of settlement signed by the Lagos State University (LASU), its governing council and Dr. Udegbe Scholastica to reinstate her to the post of Senior Lecturer in the Department of Marketing, Faculty of Management Science.

Justice Maureen Esowe declared that the terms of settlement filed by the parties have become the judgment of tahe court.

LASU and its governing council agreed that the sacked lecturer, Dr. Scholastica be paid her salary differential with effect from the period of her demotion to the position of Lecturer I as well as all her salaries and entitlements from September, 2017 when she was dismissed unlawfully on allegations, which turned out to be false.

Justice Esowe’s order followed the terms of settlement entered into by the parties in suits marked NICN/LA/435/2021 and NICN/LA/685/2016.

The order of the court, also by implication set aside the judgment in the suit marked NICN/LA/597/2017, in which the NIC also validated her removal.

The claimant had filed the first suit marked NICN/LA/685/2016 against the Lagos State University (LASU) and the Lagos State University governing council, Ojo, as first and second respondents respectively to challenge her demotion and the wrongful termination of her employment on unproven allegation.

In her originating motion, dated November 17, 2021, filed by her counsel, Mr. Jeff Kadiri and Mr. Tope David, she prayed the court to declare null and void the “illegal dismissal”.

The institution had alleged that she altered marks and manipulated the results of students.

However, her appointment as senior lecturer was withdrawn by the respondents, which prompted her to file the suit, NICN/LA/686/16 before Justice Obaseki, against the respondents, challenging the wrongful withdrawal of her hard-earned appointment.

Whilst the case was still pending before Justice Obaseki, she was issued a query on April 5, 2017, titled, “Allegation of Alteration of Marks,” accusing her of manipulating results.

She argued that the allegation of manipulation of student’s result against her, was never proved as the purported students whose results were said to have been manipulated did not appear before the respondents’ disciplinary committee and nobody came up to testify against the claimant, hence the panel recommended that she should be placed on suspension for three months.

“However, rather than follow the recommendations of the disciplinary committee, the respondents whimsically decided to dismiss me,” she stated.

Reacting to the judgment that affirmed her dismissal, she said that the respondents suppressed material facts before Justice Nelson Ogbuanya, which led to the judgment dated July 29, 2021.

“The respondents misled the judge to believe that I had altered the results of students based on false evidence presented by the respondents.

“Justice Ogbuanya believed that the said altered results existed, and made a consequential order dated July 29, 2021, directing the respondents to recall the results/certificates of the affected students for re-computation and reissue to reflect the correct Cumulative Grade Point Average (CGPA) and class of degree.

“He also ordered that compliance should be published in a national newspaper within two months of the judgment and evidence of compliance to be filed in the case file.

“However, the respondents disobeyed the order made by Justice Ogbuanya,” she pointed out.

According to her, the respondents’ failure to obey the court order led her to file a new suit marked NICN/LA/435/2021 before Hon. Justice Esowe where she prayed the court for an order setting aside the judgment of Justice Ogbuanya, the same having been obtained by fraud, misrepresentation and deceit.

During proceedings, the respondents called for an amicable settlement of the matter, culminating in the terms of settlement, which was adopted by Justice Esowe on November 8, 2023.

The newly promoted NPFL team were at Remo Star Stadium in Ikenne, Ogun State earlier today, October 22, to take on Remo Star but they couldn’t do more than score just a goal.

Interestingly, the visiting team got the opening goal in the 21st minute courtesy of a goal from Jonathan Alukwu. But the Lagos-based team couldn’t maintain the lead for too long before they conceded a goal in the 31st minute to level the scores thanks to a strike from Franck Mawuena.

The first half of the encounter ended in a 1-1 draw and with a high expectation that the visiting team could restore their lead. However, the hosts stamped their authority in the game and took the lead in the 53rd minute via a spot kick which was beautifully converted by veteran NPFL star Sikiru Alimi.

Derogatory Remarks: NBC Issues Final Warning To Arise TV

Eko Hot Blog reports that the Federal Government through the National Broadcasting Commission (NBC) has issued a final warning to Arise Television over the use of derogatory and incendiary remarks on its station.

The warning was contained in a letter by the NBC’s Director General, Dr Balarabe Shehu Ilelah, on October 6, 2023.

The letter urged the TV station to have a delay mechanism to guard against undesirable contents.

The letter, which was addressed to the Chief Executive Officer, Arise Global Media Limited, also urged the TV station to keep to its responsibility of keeping its guest on check.

The letter titled: “Preponderance of derogatory and incendiary remarks: final warning” reads in part: “The NBC has observed with concern preponderance of incendiary remarks allowed on Arise news.

“This letter seeks to underscore the tremendous responsibility put on the broadcaster to manage the array of guest that may feature on the station from time to time.

“The commission listed the station’s morning show programme on 5th October anchored by Reuben Abati, Rufai Oseni and Ayo Maio-Ese, which featured Oladokun Hassan and Dele Farotimi as guests. The programme contained unguarded incendiary remarks by Dele Farotimi against the Legislature and the Executive, the Judiciary and Mr. President.

The station was also accused of not keeping to its responsibility while airing its programme ”Newsday” which featured Kenneth Okonkwo, (Spokesperson of Labour Party) who used derogatory remarks on air.

Lagos Police Disclose Prime Suspect In Mohbad’s Death Investigation

Eko Hot Blog reports that the Commissioner of Police in Lagos State, Idowu Owohunwa, has on Friday announced that the auxiliary nurse, who injected Aloba Promise better known as Mohbad, is prime suspect in the singer’s death.

The Commissioner of Police made this known during a press conference held at Command Headquarters in Ikeja.

He also added that the police had identified a total of 26 witnesses out of which five suspects have been interrogated.

NERC Unveils Severe Penalties For Electricity Theft, Meter Alteration, Other Offences

Eko Hot Blog reports that the Nigerian Electricity Regulatory Commission (NERC) has laid out the specifics of various electricity-related offences and their respective penalties as outlined in the 2023 Electricity Act.

It would be recalled that President Bola Ahmed Tinubu signed the 2023 Electricity Act into law in June 2023.

The Act was signed to resolve all challenges within the Nigerian Electricity Supply Industry as well as promote competition among operators and increase the country’s electricity supply capacity.

Here is a breakdown of the provided details by NERC:

Impersonation Offense

Penalties: Fine of N300,000 or a prison term of at least 7 years, or both.

Non-compliance by Licensee

Penalties: Daily penalty not exceeding N20,000,000 for non-compliance with the Commission’s orders.

Unauthorized Connection, Reconnection, or Meter Alteration

Penalties: Jail term of not more than three years or fine not exceeding N500,000 with an additional fine of N10,000 for every continuing day of the offence.

Physical Assault on Staff

Penalties: Fine of up to N1,000,000 or imprisonment of up to 6 months, or both.

Unauthorized Ownership or Engagement in Electricity Business

Penalties: Fine of at least ten times the application and license fees for the contravened license, a jail term not exceeding 5 years, or both. Additionally, an order for permanent forfeiture of the undertaking to NERC.

Intentionally Cutting off the Electric Supply Line

Penalties: Fine of not less than N300,000.

Oyo Govt Partners Microfinance Banks To Disburse N500m To SMEs

Eko Hot Blog reports that the Oyo State government has signed a memorandum of understanding (MOU) with seven microfinance banks for the disbursement of N500m loans to small and micro-entrepreneurs (SMEs).

The move is part of the Sustainable Action for Economic Recovery (SAfER) put in place by the government to cushion the effects of the petrol subsidy removal.

Dotun Oyelade, the commissioner for information and orientation, told newsmen that transportation, healthcare insurance, food security and agriculture were already benefiting from palliatives by the state government.

On transportation, he said 46 buses have been provided out of which 31 of them ply intra-city routes in Ibadan, while the others ply other key towns in the state at reduced fares.

This transportation project has been so successful that private transport owners have had to complain about the fare reduction in government buses.

On health, the SAfER Initiative has identified 50,000 pensioners as qualified to be enrolled in the Oyo State Health Insurance Agency (OYSHIA) free of charge, while 100,000 vulnerable residents would be enrolled for free treatment under the same scheme.

On food security, the government, he said, earmarked N1bn as loans for small-scale farmers and Youth Entrepreneurs and Agricultural businesses (YEAP) at N500m each, adding that the loans are being disbursed through financial institutions and the Agricultural Credit Corporation of Oyo State.

He said the first phase of SAfER which was the distribution of food items, reached the most vulnerable persons in the 33 local government areas of the state.

He, however, described the food distribution exercise as a testing ground that has thrown up its own challenges and success.

Oyelade said the government will, going forward, ensure that desperate and violent-minded people are not allowed to hijack the exercise from the organisers.

Recall that the organisers were overwhelmed in the Ibadan zone of the state and were forced to disperse the food items in their custody for fear of being lynched.

He, however, said that the items distribution went according to plan in other areas of the state.
