Edo State Governor Monday Okpebholo is facing a wave of criticism from civil society organizations after he failed to fulfill a key campaign promise to allocate 35 percent of his cabinet positions to women.
According to Eko Hot Blog, the backlash intensified when the House of Assembly confirmed eight new commissioners, with only one woman among them.

The new appointments brought the total number of women in the 21-member executive council to a mere two, which represents less than 10 percent of the total appointments. This falls far short of the 35 percent promise.

Even with two commissioner slots still vacant, the governor’s administration cannot reach its goal, even if he fills both with women. The gender imbalance also drew concern from Speaker Blessing Agbebaku, who noted the disproportionate number of male nominees.
The AdvoKC Foundation, which tracks the governor’s campaign pledges through its “Okpebholometer” initiative, has described the appointments as a clear betrayal of trust.
The foundation’s Program Lead, Nelson Otabor, expressed his disappointment, stating, “This is a clear case of a broken promise and a setback for gender inclusivity in Edo State. Edo women are not asking for token inclusion — they are demanding fair representation.”
He urged the governor to take corrective action by ensuring women receive better representation and by adopting policies that genuinely empower them beyond symbolic gestures.
The foundation, which receives support from the Nigeria Youth Futures Fund, insists that the promise has raised significant expectations among women and advocacy groups alike.
