He replaces Rayner, who held both positions before stepping down suddenly, sparking internal party debates and questions about Labour’s future.
Rayner, known for her strong working-class appeal, stepped aside amid rising tensions within the party, raising concerns about Starmer’s connection to grassroots supporters.

Her exit has been described as a blow to Labour’s unity, with some insiders suggesting that it could affect the party’s performance at the next polls.
Starmer’s leadership is now facing increased scrutiny from within the party and among voters.
The reshuffle is seen by many as a test of his ability to hold the party together and maintain public confidence.
In a bid to steady the ship, Starmer made several key changes in his cabinet:
Yvette Cooper, formerly Home Secretary, is now the new Foreign Secretary. Shabana Mahmood has been promoted to Home Secretary, taking over from Cooper. Steve Reed has been assigned the Housing Ministry.
Pat McFadden will head an expanded Ministry of Work and Pensions. Douglas Alexander has been brought in as Secretary for Scotland.
Liz Kendall now oversees Science and Technology.
A senior source close to the Prime Minister said, “This reshuffle is about ensuring we have the right team to deliver for the country. It’s a moment to refocus and push ahead.”
Another Labour insider remarked, “Angela’s departure was unexpected, but it gave the PM an opportunity to strengthen the cabinet and bring in fresh energy.”
Though the shake-up is intended to show leadership, political analysts believe it may deepen internal divisions if not managed carefully.
