The Kaduna State House of Assembly has announced plans to implement programme-based budgeting in the 2026 fiscal year to better address citizens’ needs.
According to Eko Hot Blog, the initiative aims to align the budget with developmental priorities, ensuring that resources are allocated effectively to sectors that directly impact the populace. The training, organized by UNICEF, was designed to equip lawmakers with the necessary skills to prepare and scrutinize budgets that are both people-centered and results-oriented.

Engr. Shehu Yunusa, Chairman of the House Committee on Appropriation and Implementation, emphasized the importance of the training, stating that it would serve as a valuable tool for lawmakers in preparing a budget that meets the state’s developmental goals. He expressed confidence that the 2026 budget would be more impactful, reflecting the lessons learned from the workshop.
Peter Agite, Chairman of the House Committee on Budget and Planning, also underscored the significance of the training in broadening lawmakers’ understanding of resource allocation. He noted that the knowledge gained would aid in directing resources to areas that would most benefit the state’s citizens.

Wakidara Akila, UNICEF’s Social Policy Officer in Kaduna, highlighted the organization’s focus on four key sectors: education, health, social protection, and water and sanitation. She emphasized that these areas are crucial for child development and that programme-based budgeting is essential to ensure that investments in these sectors lead to tangible improvements in the lives of children and families.
The training session is part of a broader UNICEF initiative in six Nigerian states aimed at promoting effective and inclusive budgeting processes. By adopting a programme-based approach, the Kaduna State House of Assembly seeks to enhance transparency, accountability, and the overall impact of the state’s budget on its citizens.
